What program people use to make things like this:

Photoshop probably. I use Animation Shop 3 to make icons and graphics. It's really simple and works well.

Is that like the a program you buy directly offline or is it like a computer program you buy at best buy?

You usually buy it in a store.

You can buy it offline or in a store I believe. I am using the Free 30 day trial of Animation Shop 3 now. =P

theres the GIMP which is like a free version of photoshop that you download

if you go to photobucket and register there
they have a free photoshop thing you can use
its pretty darn cool
i use it all the time

Aslo, try Photofiltre. It's easy, lightweight, and has a significant amount of Photoshop features.

The GIMP is great. Free, plenty of features, and it isn't too hard to use with all of the tutorials floating around. Photoshop is probably better overall, but unless you're REALLY into making graphics and digital art and need the very best tools, the GIMP will most definitely cover anything you need to do. (And, of course, it's free as compared to PS's $70+ price tag.)
