Am I correct that if there are more than 6 people in the group, that an automatic 18% is added for gratuity? Is a child under the age of 3 counted as part of the 6 people??

Yes. Any person, regardless of whether they order anything, counts.

my friend said she called and asked two different people about that cause two of her kids are twins under the age of 3. They both apparently told her that because the kids are free, they are not included as part of her 6......I thought she was wrong....

My 2 year old made us a party of 6 a couple of times regarding tip. On the plus side, he was free. He got his own (empty) plate and his own drink at each TS. You can fill his plate at buffet, or share from your own plate at other TS. The receipts shows his seat as an "Infant KM $0.00".
For what its worth, when they automatically added the 18% tip it resulted in the least amount of confusion in settling the tip with your room card.
