Studio=5, 1br=5, 2 br=8

A thought crossed my mind. I can stay in a sudio with 4 and one under 3. I can stay in a 1br with 4 and one under 3. Then why can't I stay in a 2br with 8 and 2 under 3? It is the same amount of space as a studio and a 1 br. The only thing that I can think of (besides that the LAW says so) is because there is only 1 pack in play. Has anyone else ever pondered this?
