Do you have to have paid admission to dine at Emeril's ?

No- Emeril's is in CW. From the Unviersal parking lot, you will come down escalators that dump you right in the middle of CW. The parks are at either end of CW where admission is required. You will be able to enjoy all of the restaurants, stores etc. on CW free of charge. I do believe there is a charge for the night clubs.

Your right and yes the only time you have to pay is if the restaurant has like bands or something at night and then they have a cover charge.
