Freeport Sanctuary Bay Dolphin Encounter

Has anyone done the Dolphin encounter in Freeport? Is it worth it and it says ages 3 and over, does that mean 3 and over have to pay or that my 2 1/2 year old can't come at all even if she just stays on the side with my mom whom I am paying for?

I called the special services desk today and they told me that any age can go even under 2 but you have to pay full kids fare so I uess we will do that, they even said she can go in the water with the dolphins even though she is only 2.
