Noiseware Community Edition.

I use Noise Ninja (not free software, unfortunately). I like it because as long as you don't go overboard on the strength settings, it truly reduces noise rather than just blending it giving the smudgy, smeary look (such a technical description, I know!) that other noiseware does.

I use NeatImage. It's probably about as good as Noise Ninja, maybe better in some ways, worse in others.
With each new release the new version maybe trumps the others, then they all catch up and pass the previous leader, and so on. I doubt you can go wrong with any of the top programs.

I use Noiseware. I had the free Community edition, but I upgraded to the Standard ($29.99) to get the batch processing capability since I take so many marching band photos at night. Sure saves me a lot of time to work on a whole batch instead of one at a time!

The community edition works fine for me. I've not seen the need to spend any $$ on any other solution

I use NoiseWare, the plug-in version with Elements 5.0. It's more complicated than the freeware version and required some tinkering to get installed. I've only had it a few weeks and I think it requires more reading of the Help/Instructions (not intuitive!!!) which I haven't had time to do yet.
