Can someone give me some tips on making a reservation for someone who wants to rent my points? What safeguards should be in place?
If I make the reservation in the buyer's name, do I have any control over it once made? I assume any damage to the room would be their responsibility since a credit card is used on check in? Correct? Any help would be appreciated.

You fully control the reservation until they check in. Once that happens, you have lost any control. If they damage the villa, you are held responsible for the damage. If their credit card can't be charged, you will be held responsible for the charges. If somehow they ask to be upgraded and it's approved, your points will be charged.
A contract can help, but it might be only worth the paper its written on.

There is no requirement with DVC for them to leave a credit card. They can check in and refuse to give one. In which case, Disney will have ZERO contact information for your renter.
Not that they care, by contract YOU are responsible for any acts done while using YOUR points.
Not that this is a large risk - the vast majority of rentals are problem free for both parties....but it is a risk.
