I understood you have to stay on site to use the dining plan, but our friends' who we are traveling with in 2 weeks said there is some sort of dining package you can buy while there even if you are staying off Disney property. Anyone know about this?

Not that I know of. The DDP requires a resort stay, tickets and then you can add the DDP.

Only a DDE card that you get a discount on your meals, but you have to be an Annual Pass holder for that.
You can't buy the dining plan unless you stay onsite and buy park tickets at the same time or are a DVC member.

If you are a FL resident, you can purchase the Disney Dining Experience Card, just like AP holders.
