I have had people use these for a swap with the $4.60 postage. But at the post office they told me the flat rate baxes rate is 8 something. Anyone know what I am talking about?

There is the "FLAT RATE" and it stamped all over the box. It is $8.95 and doesn't matter how much it weighs. There are boxes almost the same size, but they are based on weight and it is possible to mail them at the $4.60 if it is light enough and not going very far. NY to CA would probably cost a little more.

the 4.60 ones are priority boxes... and they don't always go for 4.60..
The FLAT RATE have a red stamp on them that say Flat Rate and they are 8.95 flat fee...

$4.60 is flat rate for a priority envelope. If that is what was sent then unless they live close I would assume they would be expecting an envelope. I send more than $4.60 if I want a box because unless someone lives in Florida or everything is under a pound including the box it will be more than $4.60 for me to mail in a box.

So, with the tags for the tag album (I have 2 sets), should I mail them in an envelope or a box? :confused3 This is my first swap.

Send them however you feel they fit best. Most of my swaps fit in an envelope just fine but on occassion, I do need a box.

If you have one of those VHS cassette size Priority box, the tags fit in there great and it doesn't cost a fortune to mail.

Anyone know how much the Priority shoe box size cost to mail? I can't figure out if they are flat rate or just priority and no one (including the post office) can tell me how much they cost to mail!

There is a flat rate shoebox, but it will say "Flat Rate" on it just like other "flat rate" version. It is $8.95, same as the other one.

There are other sizes of regular priority mail boxes, and they start at $4.60 and go up depending on weight and distance. If it has pictures of shoes on it, it's the regular one.

I just ordered a bunch of those, They looked like the perfect size

I thought this size would be good until I actually got them here. They are really small! They would probably be good for your tag swap for one or maybe two groups but you can't fit much beyond that. I wasn't expecting anything huge but I was thinking they would be bigger than they are.
