I recently took this picture and have been playing with it in photoshop. The original was color and taken up against a window with lots of street scenes in the background.

Someone suggested that it would be good subject matter for a high key effect. I know what high key looks like but I haven't a clue how to do that in photoshop. I tried google but gave up. I wondered if anyone knew where would be a good place for me to start?

Lizziejane,
There are no "Hi-Key" specific effects built into photoshop that I'm aware.
Drag the background to white and wash out parts of main element to taste. Kind of neat to leave a splash of color - like the eyes or dress.
In this case the photo posted was B&W.
Here's a 30 second attempt to give it a Hi-Key look.
Got'ta agree with your freind it does look cool in Hi-Key.
