Is there anything such as a glow in the dark paint that could be used to put some touches on shirts? I was thinking it would be fun to put some on the Halloween shirts.

Hi!
Yes they do make glow in the dark fabric paint. I found it at both Michaels and AC Moore in the same area where you find the fabric paints.

First, let me disclose that I am a senior tech for the company Glow Inc.
The fabric paints that they sell at Michaels and other craft stores is manufactured to be inexpensive by using low-brightness phosphorescent pigments. The results are paints that are not very bright.
You can get a brighter glow in the dark fabric paint two ways:
1. Buy the glow fabric paint of your choice at Michaels and add some high-end glow pigment to it. A 1/4 Oz should be enough for several shirt projects and will only cost you about $4.
2. Make your own by buying Fabri-Tac (fabric glue from craft store) and stirring in acetone (fingernail polish remover) until it is a paint like consistancy. Then add the high-end glow pigment.
