Do add ons have to be same use year as original contract?

They do not HAVE to be the same use year, although many feel that is critical for ease of calculation.
When we added on through DVC, they made a point of matching our use year for the VWL add-on to our original VB contract. However, if that use year was all sold out, it would not stop us. Also, buying a resale could be a different use year, whether at your current resort or a different one.

My understanding was that DVC will not sell an add-on of less than 150 points (a full contract) with a different Use Year. They have no control over what you do on the resale market.

You can purchase an add-on at any resort. They used to have a 50 point minimum for another resort but I think this has been lifted.

Through Disney, you will get the same use year unless both that you request otherwise and you are buying at least 150 points (the new purchaser contract minimum). That applies regardless of whether you are buying at home or another resort. Through resale you can buy any use year you want.

If you really liked a particular resort, for example BWV, and wanted to by an add-on, wouldn't it be smart to buy the add-on with the use year/month four months prior to your original purchase. That way, since you wouldn't have priority with your new purchase points for four months, you would gain this priority when your new use year in your original purchase began.

Not sure what you mean by having a "priority." If you are looking at reservation priority it makes no difference. Regardless of your use year you can always reserve 11 months in advance at home resort, 7 at others. In other words, whether you have Feb or June points, you can still reserve 11 months in advance of your scheduled trip time with any of those points at home resort, 7 at others.
