Does it need to be booked in advance or can it be added when you arrive at your hotel?
It's just that I noticed that this year the DDP costs $38.99 in the US, but it's £21.99. At the current exchange rate that means quite a bit extra for UK visitors. So if for next year the exchange rate they use would still mean that UK visitors are worse off, then the new DDP really wouldn't be good value for money (it's already getting close to not being good value anymore).

No, you can't add it when you arrive. The DDP (unless staying at a DVC resort on points) has to be booked as part of a package including room, tickets and dining (you usually have to pay rack rate for the room too).
The UK TA's are making an absolute killing on the dining plan :sad2:

You do usually have to book your package at rack rate but their is a chance that later a code could come out that would save you $. I had a package with dining booked and paid in full but a code for Disney Visa holders came out and I got almost a $500 refund.

has to be booked with a package ie room and park tickets(no tickets with dvc),if you booked with a ta you have to do it througth them,or if with disney you can add it on direct.has to be 5 days prior to check in min,this gose for dvc 5 days before arivel(they have to get you in the computer system)

the rack rate only aplys to the free dinning,rest of year you can apply codes for room portion of stay but have to pay full for ddp and park ticket

We've booked with Disney UK. We'll have to see what they charge, but if it's a big difference with Disney US, I will not be happy and try to argue a better currency conversion!
