Upgrading park hoppers to AP at DCA?

I'm spending the morning of 7/5 at DL, then heading to DCA for the rest of the day. I want to upgrade my park hopper to an AP before I head home (that's my last day at the parks). Is there anywhere to do this at DCA, or is it only at the bank in DL? If I go ahead and upgrade that morning, can I still park hop to DCA even though it's a blackout day?

DL is the only place where they can take your picture - so you can pay to upgrade the PH to an AP anywhere they do ticket sales, but to actually get the pass, you have to go in to DL.

Do I pay for the upgrade at the bank as well, or does that require a ticket window? After I upgrade, I can still park hop over to DCA using my park hopper even though it's a blackout for the new AP, right?
