Help with "julia & nicks mom" designs

I was email Kate (julia & nicks mom) with design changes and she stopped responding.

I am not sure what program she was using. I don't mind trying my hand at this but any idea on programs.

I already got the extended family to agree on certain designs but there are few changes to be made.

Summer is here and I want to get this done.

I use Photoshop Elements (I looooooooove it!!!) for mine :)

Kate used Photo Impact. I use Photoshop Elements (and love it!).
