how/what program would i use to resize a pic and where would i get it ?

I just use microsoft word :rotfl2:

my microsoft word doesnt work, when i load it computer crashes

I use Paint. You go to "Image", and then to "sketch/skew" and if you want it half the size, you type 50 into both boxes, or whatever size you want it.
