If my family has the DDP and my brother and his two boys don't. Can we use some of our credits if we want to buy them dinner one evening?

Here's the relevant portion of the Dining Plan brochure that makes it clear that this is something that Disney explicitly prohibits:

I was there last october when my DD was 2 and a half. My DS(6) and I had the dining, but b/c of DDs age, she was supposed to share off my plate. One night at dinner, she wanted a personal pizza like DS -- we go her one, and they just took 2 credits off my son's plan. The waiter said that was ok -- to quote: "they're your meal credits, you can use them however you like".
There are rules though, I'd guess it would really depend on how gracious the case member is. Good luck!!

Absolutely. Be nice to the cast members -- and they'll be nice to you. Just don't expect them to be nice to you the way you want them to! :rotfl:

Disney's printed position on this topic is quite clear and a policy that we do stand by here on the DIS.
