I don't want to start the dreaded mug debate here;)
BUT...I was looking at the online menus and noticed
the souvenier mugs.
Are these mugs refillable ?
Why are there 2 prices listed?

We don't have dreaded mug debates here because Universal mugs are refillable forever.
Which menus are you looking at? Maybe you can post exactly what it says there.

I noticed these listed at several counter service restaraunts.

when you buy a mug from universal, it is good for life.
the year dueling dragons was put up, i bought the dd ice mug. you betcha that mug makes every trip with me to the parks.
it is (with ap discount) $1.24 for a refill for me.
any mug can be refillable.
did not see those on debs site but i know she has a person that does some writing on UO.
mug prices vary.
i think the prices you listed reflect the sippy cup and mug/cup

came back as i just remember something that might help the op.
there is a refillable drink cup promo that can be purchased.
it is listed on the uo website.
below the meal deal promo is the sippie cup/ cup program for refillable drinks for the vacation stay.
if the op does not see the meal site, click on the mastercard logo as i know that will take anyone to the promo drink site.
the more expensive mugs have an character cover that can be removed if you want, spongebob was very popular

I found my info under menus at deb's site.
The info I saw was that the refillable cups
could be purchased ONLY with the Meal Deal.
(did I misunderstand this?):confused3
I will not be purchasing the meal deal since
we always have a table service dinner on vacation.
It's good to know that you can get refills forever.
Is there a discount for refills with AAA?
Can you get refills at both parks and citiwalk?

Are they the same size?
The mugs are the same size (hold the same amount) but with the character covers they are a lot bulkier. You can remove the covers though. The sit down restaurants honor AAA with the refils, but the stands located around the park do not.

the meal deal mugs are totally different. the $6.00 refillable mugs are about 32 oz, with a handle and screw-on top. the more expensive mugs are good for souveniers, bad to carry around the park. they're like a 3D sculpture of character, that's the best way I can describe them.
you can get free ice water refills practically anywhere, and soda refills for about $1.30. you can also get them refilled with Icee's for a little over $2.00.

yes, the mugs are valid forever. even if your handle falls off. as long as it will still hold the liquid you can use it.
if you show the AAA, you will get a 10 % off the price of the refill. that will make it $1.24. no refills at city walk.
the one cart area i did get the refill at with the aaa discount was over by animal planet. usually the carts do not all honor the discount and refill but the stands do.
i can tell you what has worked for me. i have read where some posters have stated they did not get a refill at a cart. the other cart i got a refill was over by richters.
some carts will not honor the aaa or ap for discounts. if that happens to you, just walk down to the next area and see if they do.
the last time i went was last october. things do change at universal but so far, the carts have been the one thing that is iffy.
use the mugs at the stands .
debs site sometimes is not updated for universal, it stays quite accurate for disney though.
if you go to the mc logo on the uo website, it will lead you to the drink deal. it is located under the meal deal promo

YES. I once saw someone with a T-2 mug from when T2:3D first opened. She said she had no problems getting a refill. This was in 2004, btw. So whatever year it was purchased in is irrelevant.

I think that it is horrible that you would bring your refillable mug back year after year. What are you teaching your children? You know you are just going to cause the rest of us to have to pay more because you are.......
