I figured out how the DT gives out the prizes

What the DT does is they get a whole bunch of bags that are black and say what day to open them on, so when the DT opens the black bag on that day there will be another black bag that says at what time, park, attration. so when it becomes that time they put on the vest if it is there day to give out and go there at that time
