Over a year ago I asked on this forum if folks thought it would be okay for me to use a stroller to carry my stuff in the parks. Because of shoulder, back, and joint problems, I can't carry much for extended periods of time.
Well, I had to cancel my trip last year, but I finally tried it out just last week.
I bought a small, inexpensive umbrella stroller and used it in all the parks to carry my tote bag. It worked really well, even though it was an embarrassment to my teenage son. I did get some funny comments from CMs asking about my "baby," and I came up with several different lines, like, "He looks like his father." I always explained what I really was using the stroller for, and the CMs all thought it was a good idea.
I think a stroller is a good solution for those who would have trouble carrying a shoulder bag or a backpack all day, and it's not going to get you into any trouble with the CMs the way a rolling backpack might. Also, you can park the stroller outside of attractions. I wore a small waistpack with my money and tickets and never worried that anything would happen to the stroller and the tote bag. And nothing ever did. :)
