are there any lists of where exactly in the parks you can plug in your ecv to charge? rides? restaurants?

Some places we've found:

Epcot: Near the restrooms in the Electric Umbrella., outside the shop at the International Gateway

Studios, in the dining area at ABC commissary, (near the side door closest to the Great Movie Ride)
Fantasmic! - there are plugs on the poles in the handicapped rows.

That's all off the top of my head right now.

THere are some links in the disABILITIES FAQs thread to past links about where to find outlets.
The gist of the information is that there is not any specific list of places. There are many power outlets in places you would not necessarily expect to find them and the easiest is to just ask a CM in the area where to find one if you are finding you need to plug in.
All the restaurants have outlets somewhere. For the full service restaurants, ask to be seated near to an outlet and if the seater doesn't know where one is off-hand, they will find out. For counter service restaurants, the best bets are the CMs who are doing table clean up.
Restrooms also have places to plug in and many of the light poles have an outlet at the bottom.
