my ds will be less than a month away from turning 3 yrs old when we are at disneyland~ I know his admittance is free but in toontown and fantasyland will he be limited to rides for example Chip n Dales Treehouse in Toontown Goofy's Bounce House, Toontown Mickey's House, Toontown Donald's Boat, Toontown ect.. should I just pay child admission for him as a 3 year old so he can enjoy all of these more I know there is both the height and age requirements for each attraction but he is so close to age kwim would it be worth it?

First of all, Goofy's Bounce House is long gone. They now have a toddler play area there. And no, he will not be limited to anything because of his age. He will be allowed on anything where he is in the proper height range.
Although I did just read that the Nestle Cookie Baking is limited to ages 4 and up, now.
There is no need to buy him a ticket if he is still 2.

All of the things you mention in ToonTown are walk-through kinds of activities, not rides. ToonTown rides are a small roller coaster and Roger Rabbit's CarToon Spin, both of which we took DS2 on last September, so you don't have to worry about your 2yo being unable to ride something there.
DS2 also was able to ride most of the Fantasyland rides; the ones he didn't ride were because he was napping, so not sure if height-wise he could have ridden Snow White or Toad's Wild Ride, but he loved Peter Pan, Dumbo, Small World, the Carousel and many others. He also loved Buzz Lightyear, Autopia, Pirates, and his favorite ride of all time was The Adventures of Winnie The Pooh in Critter Country. Haunted Mansion was closed when we visited, and we did not do Space Mountain or Star Tours. He was too small for Indiana Jones and Splash Mountain, of course, so we did the child swap on those rides.

My ds was 2.5 years when we went in the summer. Even when we had FastPasses, ds was allowed to board with us. He couldn't have a FP of his own because he didn't have a ticket of his own, but he went on Buzz with me and I was the only one with a FP.
He should be just fine
