If you have a hopper pass this states that you can use Disney transportation, that includes monorails, boats and buses.

Yes, you can use the Disney busses. If you were limited solely to the monorail you couldn't hop to AKL or MGM, but you could between MK and Epcot. I have tickets that clearly state they include use of all Disney transportation.

In 11 trips to WDW, I can only recall being asked for resort ID or tickets on transporation once. That was to the old Discovery Island.

It certainly would be hard to "park hop" if you couldn't use the busses!

In all my Disney trips, I have never been asked for a resort ID, although on this last trip they did tell us at DD that they do check resort IDs at the PI stop after midnight.

According to Corey Sandler, author of the "Econoguide" book for Disney World, Disney has sold a "transportation pass", in 1997 it cost USD 2.50. I have never had my ID checked on board a bus, I would suspect ther would be no problem riding to a resort and having lunch or dinner there. If you had only a one day one park pass, no sense riding the bus to another park, you couldn't get in.

I have not seen any instances but I suppose that even resorts like All Star may issue 3 hour parking passes during peak times to keep day guests from parking there free and spending the entire day in a park.
