Why does DVC collect a $2.00 fee per week for the Florida Timeshare Promotional Group(I forget what they call it)? My other Florida timeshare lists a $3.00 fee for this group (ARDA is what they list it as) but it is an optional fee which I can choose to pay or not.......spruce

Looking at an old DVC (now OKW) budget (1994, to be precise), I see the $2 fee listed as "Fees to the Division," assesed by the State of Florida for regulation of the timeshare industry in Florida. It's a mandatory fee collected by the state.
ARDA is the American Resort Development Association (http://www.arda.org/), an industry group which, among other things, tries to influence state legislatures regarding legislation that affects the timeshare resort industry.
So they're two entirely different fees.

As Werner points out, the "Fees to the Division" is NOT an optional fee, but is an assessment paid to the State of Florida's Timeshare regulatory division. It is based on $2, per vacation home, per week of usage (a throwback to timeshares which offer only full weeks). DVC has broken this down into a cost of $.0071 per point.
