Does anybody know where I can find new baby presents with a reasonable price?
I don't have a lot of $ budgeted for this but I don't want to not give them anything.
I've debated about giving them gift cards but I think I want to give them something more personal.
Any ideas?

I think pratical things can make a wonderful gift!
Maybe you could give a gift bakset of sorts with bath items in it. Go to somewere like Target or Walmart, and buy baby wash, shampoo, nail clippers, a rubber duckie, a baby hairbrush and maybe a towel or pack of wash cloths. You should be able to get all of this for about $10, and it's a 'cute' bundle to give. You could put it into a gift bag from the dollar store if you don't have a basket to pass on, or tie it together with a pretty ribbon. (You could do a 'feeding' themed basket as well--spoons, bowls, bibs, etc.)
If you have some more money to spend, you could buy a bath tub (or one of those bath sling things) if one is needed, or some clothing (t-shirts, hat and bootie set, a stretchie or gown maybe) or even a pack of diapers (I liked receiving the size above newborn because not all newborns fit in the really tiny diapers for very long).
A friend of mine clipped diaper and baby food coupons for me for a long time and gave them to me with a nice card she made as a gift. It was a wonderful and thoughtful gift, and $2 off Pampers is always appreciated!
My TJ Maxx has great deals on baby items too, do you have one nearby? Books, clothes and toys all for great prices.
Are you wanting to purchase the gift online or at a B&M store?

Wal-Mart and Target have recently had baby items/clothes on clearance.

I find great, brand-name items at places like Ross, TJ Maxx and Marshalls. Carter's onesies in a non-newborn size are great and under $10, plus Carter's washcloths are a nice basic. Clothes are usually great at these places too, and I always buy 6 months + since babies grow so darn fast!

I found some really cute Baby Einstein hooded towels at TJ Maxx today for only $4. They also had 2 packs of Baby Einstein bibs for $3.99.

for a first baby, I almost always give the book "Caring for Your Baby and Young Child" by the American Academy of Pediatrics.

it is a great reference for both developmental milestones and when they were sick. It's not exciting at first, but I've had several people tell me a few months later how much they appreciate the book.
If it's for someone I'm close to, then I add other items as well, small baby care stuff, a package of onesies or a cute outfit.

My favorite gift to give new parents is an over the door shoe holder and fill the pockets with goodies they need lotion,washcloths, baby bath, nail clippers, socks and diaper rash creams (always good coupons for these items). Very helpful if they hang in on the back of the nursery door or the closet door - everything is very handy.

^^^That's a really great idea! Trust me, all the picture frames and stuff are nice and very cute, but I got tons of those. Wanna know what my favorite shower present was? Diapers! I know, I know...It doesn't sound like much, but a box of diapers is a very USEFUL and THOUGHTFUL present. You don't realize how many diapers babies go through and how expensive they are! You could check out the local ads and see if anyone has a good sale on the big boxes of diapers. Just a thought...
I used to buy pretty picture frames and keepsakes and clothes, but when I had my own babies, I realized I got way too much of that stuff, when I could have used other necessities so much more (cloth diapers for spit-up rags, extra crib sheets, diapers, Desitin, etc.). Now I fix up a nice care package like that for my expecting friends. :)
