new HHI law, to be all non smoking?

I did not get to see the news report as I was walking out the door, but the ticker at the bottom started saying something about HHI to ban smoking. Anyone know if this is true?

Looks like a councilman has suggested the ban, but it has a long way to go before it could be implemented.
