I have checked the availability and rates online for October 20 for 4 nights and was surprised to see that only club level rooms and king suites were avaialable for RPR at rates of $263 and up. I had a reservation for Memorial weekend (had to cancel when DD broke her foot) and there was much more availabilty then and at $129. I can't believe that it is harder to book in October.
Is October a busy time? As unlikely as I expect a good answer to this, can I expect availability and rates to get any better by waiting?

You are trying to book during one of if not "the" busiest time. Universal has HHN in October. I would bet those rates are not going down and you will not see more availability in time. You would do much better price wise and room selection wise if you could change your dates. September is a dead month and after HHN until christmas is pretty quiet too. I've been trying to book dates in October and so far I havent had any luck getting what I want either.

It has been my experiance for the last four years that avail will open back up and the discount prices will be there. I doubt you will get $129 a night though. You need to keep checking back everyday. Last year a club room was around $250 a night ( tax included ) with the PCT discount. The prices keep going up year after year. I expect to pay about $300 a night this year, but I really do hope for a better discoutnt.
If you arent planning on going to HHN, then you should really check into changing your dates. We *LOVE* HHN and meet a group of friends at the HRH every year. Please keep in mind that this is not a event for children under 13.
