Photo effects?

A couple computers ago, I had some photo-editing software that took a picture, and allowed you to create different "effects."

Can someone recommend decent, easy to use, (and more importantly, inexpensive) software to do this?

Specifically, I'm looking for the software to take one of my digital pics and turn it into a watercolor, charcoal sketch, colored pencil sketch - that sort of thing. I'll want to be able to save it in a pretty high quality so I can have it printed out 8X10 or poster size.

Photo shop elements and paint shop pro should both be available for under $100.
But there are also free programs that do very well. I do not have the info on them. Hopefuly others will add their input.

paint shop pro X has these options, and it's fairly inexpensive, if you can find it on sale..
