Our local community college (Raleigh NC) has started offering online classes in Photoshop, Elements, and other imaging applications.

The price is good, at $55 for most of the classes, and the instruction is also good according to one of my associates at work.
Perhaps some of your community colleges also offer these online classes, as a low cost way to get started in digital imaging.
