[B]Andrea and I are headed to WDW in November and we will be staying at OKW. This will be the first time that we drive there and was wondering about the parking situation at other resorts. Can I visit the other resorts and park there as a DVC member? Not just the DVC resorts but any resort? Also can I park at the TTC and is there a charge for it?

You can park for free, just as any other onsite guest can, at the parks and TTC.
You can, if for a visit, park at the other resorts, as any other onsite guest can.
You can get free valet parking at Boardwalk and Wilderness Lodge, you have to pay for valet parking at the other resorts, if they have it.
You cannot park at the monorail resorts for the purpose of going to the parks, you cannot park at BW to enter MGM or Epcot.
